My Experience
This video is based on my personal experience. If I missed anything, please add your insights in the comments. After a long wait, I finally received my Texas driver's license at the end of 2021. During that time, securing a DPS appointment in Texas was extremely challenging, with wait times often extending to 3-4 months. Some people even camped overnight outside DPS offices to get same-day appointments.
In my case, I faced additional hurdles because I was applying for a visa extension, and the DPS required all original documents. A visa extension receipt wasn't sufficient; they needed the original approval notice. Finally, in March 2023, my visa was approved, and I received the original approval notice, allowing me to apply for a learner's permit.
Who Can Drive in Texas?
- Residents: Must have a valid, unexpired Texas driver's license.
- Non-residents: Can drive with a valid, unexpired foreign license for up to one year or until they become Texas residents, whichever comes first. New Texas residents must apply for a Texas license within 90 days to continue driving legally.

Getting a Learner's Permit
A learner's permit is the first step for teens and young adults to become licensed drivers. It allows student drivers to legally drive with a licensed driver over the age of 21 in the passenger seat. Here are the steps to obtain your learner's permit in Texas:
Start Driver's Education: Enroll in the appropriate courses and fulfill all driving requirements.
Gather Necessary Documents: Ensure you have the following:
- Proof of U.S. citizenship or lawful presence.
- Texas residency.
- Identity proof.
- Social Security number.
- Valid lease agreement.
- Passport and visa extension notice.
- Utility bills.
- Evidence of Texas vehicle registration and insurance (if applicable).
Complete Additional Requirements:
- Impact Texas Driver (ITD) course certificate.
- Adult driver education course certificate (for applicants aged 18-25).
Submit Your Application:
- Complete the driver license application form available online or at any DPS office.
- Schedule an appointment at a DPS office. It's easier to get an appointment if you check online early in the morning (6:30 to 8:00 AM).
Visit the DPS Office:
- Provide all necessary documents.
- Sign the application.
- Provide thumbprints and have your picture taken.
- Pay the application fee.
Obtain Learner's Permit: You will receive your learner's permit on the same day.
Driver's Training and Driving Test
Once you have your learner's permit, you can begin driver's training or take the driving test with a third-party provider (authorized driving schools). If you pass the road test, the driving school will provide a clearance letter in a sealed envelope. You must submit this letter to the DPS office, where you'll receive a temporary copy of your driver's license. The original license will arrive by mail within 2-3 weeks.
